The International Oversight Advisory (IOA) consists of representatives from the countries of Earth which have learned of the Stargate Program. Based on the foundations of the Gate Alliance Treaty (first put into place among the countries of the United States, Russia, Britain, France, and China when the Program was first disclosed by Gen. Hammond and Maj. Paul Davis), the organization funds and oversees the activities of Stargate Command (SGC).
