Summary
Major Gibson works at the Pentagon under General Jack O'Neill. She arrived at Stargate Command to brief General Landry on the budget concerns. The International Committee was throwing its full financial backing behind the Atlantis project. When Landry noted the Committee was doing so because it was a civilian operation and the SGC, run under the United States military, was not under the International Committee's control, Gibson wryly noted that was the same observation General O'Neill made. General O'Neill was willing to go to bat for the SGC with President Hayes, but felt his arguments would work better if General Landry appealed to the Chairman of the Senate Appropriations Committee, Senator Fisher, first.
